China's economy is in a period of rapid growth, with a significant increase in industrial water consumption, making the contradiction between the supply and demand of water resources even more prominent. It is necessary to strategically recognize the importance of industrial water conservation and effectively strengthen industrial water conservation to ensure the sustainable development of the economy and society. The overall goal of industrial water conservation in China from 2000 to 2010 is to focus on the water conservation efforts of high water-consuming industries such as thermal power generation, textiles, petrochemicals, papermaking, and metallurgy, while providing guidance on water conservation efforts for all industrial enterprises and comprehensively promoting the construction of water-saving enterprises.
Annual growth rate of industrial water intake: According to the national water supply and demand situation and the overall national water conservation goals, under the condition that the annual growth rate of industrial added value is around 10%, the growth of water intake should be controlled at 1.2%. Reuse rate: Increase from the current 50% to 60% in 2005 and 65% in 2010. Water intake per 10,000 yuan of industrial added value: Decrease from the current 340 cubic meters to 170 cubic meters in 2005 and 120 cubic meters in 2010.
The state has also established an incentive mechanism for industrial water conservation. Through fiscal subsidies, reduction or exemption of relevant business charges, and other policies, it encourages and supports water-saving technological transformation and wastewater reuse. According to the relevant provisions of document Cai Shui Zi [1999] No. 290 issued by the Ministry of Finance and the State Administration of Taxation, 40% of the investment in domestically produced equipment for industrial water-saving technological transformation can be deducted from the newly increased income tax of the year. For products produced using wastewater as raw materials, income tax can be reduced or exempted for 5 years according to the relevant provisions of document Cai Shui Zi [1994] No. 001 issued by the Ministry of Finance and the State Administration of Taxation.
